Ok so I've done all the missions on the final tier and it says report to Lt Carmack but I cant find him, theres a guy with a clipboard standing near the power up shop but nothing happens when I go near him, where do I go?

That is Carmack. Not sure why nothing's happening.
To progress, however...

Go into the lounge to the right of where Carmack now is and talk to the scientist guy looking out of the window.
