Apparently those drivers are quite broken for something above OpenGL 2.1 :(

you could try to update the driver and then should have gl_version 3.3 and
shaderversion 3.3.
http://support.amd.com/en-us/download
just looked in the description, all windows versions upto win 8.0 (included) support
"AMD Mobility Radeon HD 4000 Series" with drivers.
14.4 for xp
13.9 for vista/7
13.1 for 8
13.1 for linux (general driver)
