In 1.5.6 there was alternative mission objectives style when alternative HUD and screenblocks 11 is used:

In 2.1.1 x64 style became vanilla again:

Is it by design? How it's possible to change style to alternative in 2.1.1 ?

Yes, of course that's by design. The old status bar code was incapable of doing it properly but that got changed some time back. The old version is just the fallback for when the necessary assets are not present.
