On XP, yes. The easiest way to get there is to just type in the address bar of the file browser and put: %AppData%\ecwolf.
Someone on Steam reported the same problem on Windows 7 and reports that ECWolf is making the saves, but not showing them when starting again. If the same is happening to you, you should zip up your save files (.ecs) and then send them to me (probably the best way is via email).
