[TGRDM3]Killing Spree

I have had this idea for awhile now, though this should be considerable to include into the TGRDM3 development build.
Untop of using the standard Killing spree that is used with the SkullTag engine, TGRDM3 will also have a killing spree, though will be enabled IF the user does not enable the Skulltag medals; or having the killing spree messages located at a different position if SkullTag medals are enabled.
The killing spree messages will be fun from both development and playing.
