[TGRDM3] FreeFly Spectator

Allow the player to be treated as a spectator, adjacent to SkullTag's spectator feature. Every action of the player is omitted, but able to freely move the camera at any place so desired.

As this feature is geared towards (G)ZDoom 'netgame', this is going to be rather unnecessary as the player(s) within the 'netgame' connected to the server are playing on a 'non-dynamic' server. Meaning, that the server is not going to accept any new connecting clients within an on going game as opposed to Zandronum. Moreover, this feature, if implemented, could cause conflicts with other ports such as Zandronum. Thus, for the time being, this feature is going to be closed.
