greetings!

is there a frame rate cap or some other reason why i cant get a fluid 60fps? if there is a good place to find the answer, would someone please point me that way?

You can't get a smooth 60fps because the game runs internally at a fixed 70Hz. This is because the VGA 320x200 mode ran at 70Hz.

ECWolf has not implemented frame interpolation and runs the renderer in lock step with the play sim. Thus to hit other refresh rates it needs to skip or double up frames.
