New building parameters in CMake

This is experimental, and will go into effect for the next build (q1.1pre-321-g2e1e202). This only affects my personal building environment, not the source.

The basic effect of these is the removal of ASM code from official builds (the LLVM code will still be used), and also an effort to support Windows XP. OpenAL still isn't supported (for now, since FMOD is just easier to set up).

Discussion which led up to the decision to abandon the ASM code can be found in this thread which, as usual, we are extremely effective at making fly off the rails! (In other words, have fun. :P)
