I see that the official releases of GZDoom use a slightly older version of fmodex.dll than ZDoom (v4.26.27 instead of v4.26.36). GZDoom's SVNs also include the new version.

Is there a specific reason that an older version is included in the official releases, or is it just an oversight?

Just an oversight. But it doesn't really matter because the differences between these versions are very minor
