Parts + Respawn tutorial request

Would it be possible to make a weapon that requires parts to complete?
Also can it be possible for something not to spawn until certain parameters are set? (say, once ran out of ammo, the weapon respawns, but when you have ammo, it doesn't show up/half ammo)
