[UDMF] Linedef scaley inconsistency

This issue affects upper and middle sidedefs. Even if you have "dontpegbottom" setting enabled, vertical scale is still applied from the top of the texture in GZDoom.
Hilighted surface has "dontpegbottom" flag set and "scaley_top" set to 1.6:
