[g2.1.pre-1231] Fullscreen Rendering is Buggy

Hello everyone. Posting here in hopes I can get a solution to my issue.
I recently downloaded the latest revision of GZDoom at the DRD Development Team Builds repository, but I've been experiencing issues with it with a clean install.
For whatever reason, if I start the game while fullscreen mode is set to "true" in the .cfg file, then nothing except my cursor in GZDoom is rendered. Windows 10 also gives me an error stating that my graphics driver stopped responding and has recovered:

(Keep in mind that normally I cannot see the launch window in the middle. This is something that popped when ShareX took a screenshot. The same also applies to the graphics card error, which I can't normally see unless I Alt+F4 out of the program.)
Now, there is a way around this for me, but it's more of a temporary fix. If I set fullscreen mode to "false" in the .cfg file, GZDoom boots up fine and I can switch it back to Fullscreen mode from the options menu:

However, this severely screws up a couple of the menu option graphics, and exiting the game and re-opening the application gives me the black screen error I was having before.

I also noticed that the sound in the main menu seems to stop working after a while as well, yet plays fine in-game. Hitting "Restart Sound" in the options menu causes some rather loud glitchy noises, and then fixes it for a out 15 seconds.
Any ideas? Testing some earlier development builds (g2.1.pre-1159 to be more precise; this is the last one I tried a while ago), this also seems to happen, but Fullscreen Mode works okay when launching the application. The sound bug still seems to happen though.
My system specs are:
System OS: Windows 10
Processor: Intel Core i3-3120M CPU @ 2.50GHz
RAM: 6.00 GB (5.88 GB usable)
System Type: 64-bit Operating System
I have a feeling it has something to do with my OS since these worked fine before in 8.1, but I'd love to hear any ideas! Thank you!
