This problem first reared it's head in 0.9.7 (wasn't a issue in 0.9.6).
Anyway, as soon as your POV drops below 0 height, the whole horizon doesn't get rendered anymore. The walls that reveal themselves at extremely high heights disappear, but that's not a big problem. What is a big problem is that when you look to the North or to the West, a row or two of the 256*256 tiles that compose the horizon will flash in and out of existence. This is slightly noticable even at lower elevations; I noticed it while I was standing on a wall in my level that was only 256 units higher than the horizon level.
Since my wording stinks, this may not make much sense to you, so I made a small test level that shows what I'm talking about.
Keep in mind that this test level over dramatizes the issue by far, the pillar you are on is about 4000 units about the horizon level; I was just trying to illustrate my point to where it's easily noticable. :p
