Not sure exactly when this appeared but it doesn't happen with r540 and does with r560.
When you shoot, walls with brightmaps can have their brightmaps disabled. The wall in question doesn't have to be hit and distance is important too. If you shoot the wall from far away, the brightmaps is temporarily disabled and then restores itself. If you are closer to the wall when the effect happens, the brightmap is disabled and doesn't come back until you fire again.
