Sorry, far too messy. Horizons are not that easy to handle in OpenGL and with 3D floors it would get much worse.

Some layered clouds I see? Why not put them in a skybox?

The best thing is to put it all in a skybox. If you have the sky camera at the right hight and the sky box big enough then you shouldn't see any artifacts. Thats how its done in Unreal.

A skybox can't mimic the deep water effect can it? You will have to go into the toxic lake so that is a concern. Also, there are damage inflicting scripted acid raindrops and they look better when they don't appear exactly at the skyline.
