GZDoom lights can make decals lit behind the solid wall, the wall itself remaining unlighted and the light source being out of sight.
Here's an explaining screenshot and a test map. (Doom2/MAP01). Not sure if this is a driver thing.

I think the problem is that lights are not clipped by walls, which is an engine limitation.
Currently the only workaround is to place lights in such a way that they'll not reach through a wall, or make the wall thicker.

Yeah, but it's not just that, it's also that decals aren't lit like walls by dynlights. So quite often the blood splashes will seem excessively bright, as if they were glowing, because they are lit up but not the wall on which they are applied.
