I am not sure this should be classified as a bug but I thought it important. I had about 8 3D Control Sectors already made up for a set of stairs. At the end I had 1 Control Sector left over which I disabled by deleting the Tag Number but leaving the Action present (160). Without an assigned number I would think the control sector would be dormant. Apparently this is not the case. Not too far from the new stairs I found this control sector present in 6 sectors. None of these sectors had any Tag Number or ID Number. Removing that control sector entirely solved this issue.
I am using GZDoom V1.82 (UDMF) and GZDoom Builder V1.14 and Windows 8.

It sounds like the line type 160 with tag 0 may have been making the floor appear in every sector with tag 0 (presumably most of them). It won't have been visible in all sectors though because some would not have been tagged 0 and some sectors with tag 0 would not have had their ceilings/floors at a height that would allow the 3D floor to be seen.
Does that seem like it might explain what you observed? If that is the case, I'm not convinced that it is a bug. I mean, the line is making the 3D floor appear in every sector that it is tagged to. However, whether that should be happening with tag 0 or not is another matter.
Either way, the best way to have something like this investigated is, as Graf said, to upload an example map that demonstrates the issue.
