I think there's something wrong with the particle code in 0.9.25, 0.9.24 seems to work fine. It can be observed using both blood particles and the gray gun particles, but it's easier if you fire at a wall since they don't move around. Try firing into a wall at a near 90 degree angle. The particles are aligned with the wall (and thereby very thin/hard to see), and not towards the player. Furthermore, this doesn't seem to happen with all walls.
The easiest way to reproduce is probably in Doom2, the very first level, in the room with the door to the exit and the rocket launcher trigger. Stand with your back against the wall which opens up for the outside area, in the corner between that wall and the wall to your right (the one leading to the secret room with two imps and a stimpack). Then, using any "bullet" type weapon, fire into the wall to your right. The further away from you your bullets hit, the more skewed the particles get (i.e. if you turn right and fire right into the wall, you hardly notice it at all).
