I've noticed that GZDoom does not seem to be using my palette on HudMessages. They just appear the same way as they would look on the normal Doom 2 palette (ie - with no changes to the blue and green color ranges). Here's an example of what I'm talking about. The text that prints on map startup telling you which map you're on is quite obviously not the same shade of blue as it should be.
I'm not really sure if you consider this to be a bug, but I just think HUDMessages should use the same palette as everything else.
