[WAD issue] NeoDoom Conflict

This is the place where I obtained NeoDoom: http://www.brdoom.com/daniel/

After I attempted to run the wad with or without the update fix, a fatal error comes up:
Script error, "DECORATE" line 2817:
Unknown state label Use

As indicated on the readme for the wad, it supposedly works with GZDoom - version 2.0r103 so this error probably came up at a later release.

Daniel chose to make the .96x DECORATE the default. So now he has a WAD that only works with an unofficial and unsupported engine without change. Refer to the WAD's text file how to resolve this.

At least he had the foresight to have a quick fix in the wad itself, unlike a lot of other .96x only wads.

The text file tells me to rename some lines in NeoDoom.wad but opening it with Notepad, causes the process to stop responding. What's a good candidate for a program that can process these types of files easily?
