I do not believe this is a hardware issue. It seems that decals created by hitscan attacks do not appear onto 3D floors. But those created by projectiles do.
Seen this using the stock Doom weapons and a room with a single 3D block in the center.
Upon further test it seems as though it is not the hitscan weapons themselves, it is the standard doom puff. The chainsaw, and fist do not leave a decal on 3D floors either.
