r270 map placed decals not lit by dynamic lights

As reported by JonnyFive over at Zdoom, map placed decals are not lit by dynamic lights. Other decals generated in game, eg blood splats, do seem to be correctly lit.

I have a minor feeling that this bug is going to coincide with another one that was fixed a few months ago where decals actually WERE being lit, but improperly.

Actually not. The old bug was that the proper light level was not set. This one is because decals don't process dynamic lights properly.

I won't fix this for the current renderer. However, the new one is supposed to have a lighting system that should solve this issue automatically.

This too has apparently been fixed long ago.
