Switching from one resolution to another results in the screen staying black,
with only the rabbit head cursor being displayed.

Re: problem with switching screen resolution
How about updating your driver first? Your version is not the most recent one.
I don't have any problems using a Geforce 550Ti

Re: problem with switching screen resolution
Okay, the video driver is updated:
It's not a big deal for me, since I play with the 1920 x 1080. I just found it odd to be presented with a black screen after selecting a different resolution, and then had to use the Task Manager to end the GZDoom task. However, after restarting GZDoom, the newly selected resolution was used.
Addendum:
Changing from 1920 x 1080 to 1600 x 1024 did work, but it took nearly 30 seconds.
Spoiler:But it did not improve the situation.

Re: problem with switching screen resolution
This works fine for me, can it be some monitor related problem?

I went to the monitor manufacturer's website to see if they had anything on the subject.
There was a comment by someone using the same monitor (Benq EW2420):

Have had this display for 2years now, had no problem with it.
But recently i cant display HD signals on it, it glitches out and goes black.
