This bug manifests itself when:
1. Sector has "lightfloorabsolute" flag.
2. There is a 3d floor in that sector.
3. 3d floor's ceiling is at the same height or higher than real sector's ceiling.

That and this --->> bug seem to be related.
When the sector controlling the lowest sector for the brightness transfer is disabled,

the basin is displayed correctly.

Fixed.
I don't think this is the same problem, this one was simply the result of a false assumption about the contents of the light list which once upon a time was actually correct.
